For example, in roulette if the 'maximum bet' is $10, that means that the maximum bet on any of the options is $10. If you like you could put 10 separate bets of $10 each on different items, such as $10 on red, $10 on black, $10 on the number 12, and so on.
That is why play-style needs to be factored in too. At the end of the day, you want to determine how much you are potentially going to be risking when you play a single round of the game in question, because that will then allow you to estimate the budget that you should be aiming for.
Once you know the maximum risk that you're going to be taking, the only other question is: How long do you intend to play for. Different games need to factor this differently, for example you may want to play 100 spins of a game of slots, but if it were roulette you may only want to play 20.
Seeing s you know how much you're going to be risking per round, and you know the number of rounds you want to play - you should now be able to determine how much that total risk would be. By doing so, you would have determined the budget necessary for you to play that game, and anything you make can be pocketed at the end.
